Requirements for admission, registration and graduation for undergraduate
- Chapter One: Conditions for Central Admission to Iraqi Universities:
A- 1- General conditions for admission:
A student who is accepted into universities is required to be:
- Holder of an Iraqi preparatory school certificate reinforced by the approval of the General Directorate of Education in Maintain or an equivalent certificate.
- The student must be born in 1993.
- Successful in the medical examination according to the special conditions for each study, and the student will be presented with Blind people (who meet the conditions to apply for appropriate humanities studies) by admission central.
- In a full term, and it is not permissible to combine a job and study (at the same time) in colleges and institutes. This includes employees of all government institutions, and they are required to continue their studies. - graduates:
- The current academic year.
- For the previous academic year, those who are not admitted centrally in any college or institute are accepted Their acceptance is according to the minimum limits of their graduation year and if it is proven that the student has been accepted in any of the classes A college or institute is returned to its original acceptance, and a failing year is considered against him/her.
- Non-Iraqi students who obtained an Iraqi preparatory certificate and who are accepted centrally are: Inform them in writing of referring to the Central Admission Department / Expatriates Division to indicate their exemption or their claim with academic wages in foreign currency, according to the regulations outlined to Chapter Seven.
A- 2- The general principles adopted by the central admission system:
Students can be nominated for admission to colleges and institutes according to the computer-based admission system electronically on the following basis:
- The student is accepted according to the choices indicated in the application form through the electronic portal for the Department of Studies, Planning, and Follow-up and based on competition in total.
- The student must fill out no less than (35) choices in the electronic form, provided that: The number of institutes in it is less than (10).
- The student's submission of the admission form is not obligatory for his acceptance according to the choices presented by him/her in a form Final, as his acceptance depends on his competition with the rest of the students according to the established principles.
- Application to the College of Law (Law) is restricted to the residents of the governorate, and the student is not entitled to Applying to the aforementioned college in universities located outside his governorate, and for displaced students (In the Kurdistan region and outside Iraq) they are entitled to apply to all provincial universities.
- The application for the departments of the faculties of engineering and agriculture is through the electronic form in the form of Live.
- Applications are made to the medical group colleges in the universities of the governorates (Maysan, Muthanna, Wasit). At least 51% of the people of the same governorate.
- The principle of comparison lessons does not work except in the case of competition for the last seats in the admission plan approved.
A- 3- The rules for admission the families of the martyrs
- The categories covered by these rules are:
- The families of the martyrs of the victims of the disbanded Baath Party crimes.
- The families of the martyrs of the popular crowd.
- The families of victims of war operations, military mistakes, and terrorist operations and for the wounded covered by Law (57) for the year 2015.
- Submission and acceptance of the categories mentioned in paragraph (1) above shall be at a rate of (5%) for each category, and the competition for seats for each category separately.
- Students compete for admission to:
- Faculties of the medical group (medicine, dentistry, and pharmacy) with a total difference of five-thirty degrees or less than the minimum for admission to these colleges within the central admission for the academic year (2017/2018), provided that the applicant’s total is not less than 630 degrees.
- The rest of the majors with a difference of fifty degrees or less than the lowest total score Acceptance into the college or institute within the central admission for the academic year (2017/2018).
- The application is made through the electronic portal of the Department of Studies, Planning, and Follow-up, and from Through their electronic form, the electronic submission is approved by the student
After the approval of the Martyrs Foundation that the student is one of the martyrs' families.
- When completing the electronic submission, the student is obligated to refer to the Martyrs Foundation to complete the procedures Confirmation of submission.
- The distribution of students accepted within the Martyrs' Channel shall be on the departments of the colleges in which they are accepted centrally according to the rate and desire, and there is competition among them for admission to the departments according to a plan the college.
- The lists of central admission in the morning study are sent to the Martyrs Foundation for authentication It is finally approved and approved as a valid publication by the universities and kept in the student’s file. This is to reduce the financial and administrative burden on this segment that was sacrificed for the sake of our dear Iraq.
- Students who have obtained a preparatory certificate for the academic year will be accepted Ascension (as of the date of issuance of the Martyrs Foundation Law), provided that they are not beneficiaries in the previous year of admission to the channel of the families of the martyrs in the evening or private studies.
G- Chapter Seven: Registration:
The rules stipulated in this chapter apply to all admission channels.
G- 1- Documents required for registration and registration mechanism:
First: The student submits the following documents to the entity to which he/she is nominated:
- The origin of the preparatory study document supported by the approval of the General Directorate of Education in the governorate to College registration or other original documents (according to the admission channel) duly attested on date 30/6/2018 and submits a written undertaking to do so, otherwise his/her acceptance shall be revoked.
- A surety based on a form prepared by the Legal Affairs Department at the university (to include in its paragraph, there is an article that requires the student to preserve the property of the state and not to tamper with it and vice versa he/she shall bear the penalty for the damages caused.
- A colored copy of the citizenship certificate, the Iraqi civil status identity card, or the unified card.
- Three recent photos.
- Medical examination form (according to the incoming health fitness regulations and conditions in Appendix 5.
- The student will not be registered if the above-mentioned form is not submitted at all.
- The original form must be delivered, and a copy of it is not accepted.
- The result of the examination is noted by the party to which the student is nominated directly, and in case he is not fit to study. The candidate is immediately sent to the central admission to amend his candidacy according to his/her health fitness.
- The student has the right to appeal the result of the examination to the Committees Section / Appeal Committee at the Ministry of Health through the entity nominated for admission.
- Students admitted to the evening study pledge that they have never upgraded their enrolment because of the Fraud attempted fraud or disciplinary penalties.
Second- A- Student Registration Mechanism:
- The announced central admission results are based on the official website of the Ministry. The announcement is prepared Official notification to the college/institute at the university for the start of student registration and the next working day is considered to announce the results on the website is the official day to start registration. To be registered in (College/Institute) to which the student is nominated within (15) working days, starting from the date of commencement of Register.
- Students who did not receive a nomination in the results of the central admission for any reason are given (10) working days from the date of showing the results of acceptance to the objection, and (10) days period of issuing admission orders for registration.
- The student must be registered even if he/she has submitted an objection to his acceptance and if he appears to be his/her candidacy is rightly amended, and registration procedures are taken according to his new candidacy by accreditation On the Ministry’s letter issued by the Studies and Planning Department, and for follow-up, the documents shall be re-delivered. The student submitted by him/her in an official letter and a record of delivery and receipt, while keeping a copy of it. To complete the registration procedures by paragraph (1) above.
- The college/institute from which the student’s nomination/transfer has been amended (transferring professors’ sons) sends. Files of students whose candidacy has been modified/transferred to colleges and institutes that have been modified. Nomination/transferring them to it in an official letter and minutes of delivery and receipt while keeping a copy of it.
- The students whose candidacy rates are distributed according to what qualifies them for their results to the scientific departments as well. Refer to them in the year of their graduation, not the year of amendment of the nomination.
- About students applying for admission to evening studies in public universities or to Universities/private colleges (for morning and evening studies) or for studying at universities in the region Kurdistan:
- The student who did not complete the registration procedures: The student can register for the (evening study/ Eligibility / Region) directly and is not entitled to return to his central acceptance or amend the nomination in a subsequent year.
- The registered student:
- The entity (the college/institute) in which the student was accepted centrally and completed the registration procedures therein. With the following:
B-1-A- Upgrading the student’s registration after submitting an endorsement from the college/institute in which he applied for admission included is his/her exam number.
B-1-B- Provide the party to which the student has submitted documents, an official letter, and a record of the delivery receipt with a copy of it.
- The entity to which the student is submitted shall complete the procedures for validating the breasts.
- A student whose registration has been registered to enroll in the evening or private studies or universities is not allowed. Kurdistan Region to return to study at the college/institute in which it is centrally accepted.
G- 2- Cases of postponement, failure, and cancellation of admission:
A- Cases of postponement and failure:
- The academic year is considered a year of postponement for the student if the candidate is registered in the (college/institute) to it after the expiry of the period specified in Paragraph (G-1/Second-1) of this chapter until 1/2/2018, and as in the illustration below:
B- Cases of admission cancellation: The student’s admission is cancelled in the following cases:
- If the student does not enroll in the (college/institute) to which he is nominated during the same academic year until 1/7/2018, and he/she is not entitled to re-enroll in the subsequent academic year.
- If it is proven that any of the general or special conditions for admission to the relevant study are not met.
- If the student submits incorrect, forged, or distorted information or documents to the (college/institute). He/she writes to the Ministry to cancel his admission, even if he/she is in advanced classes, graduated from college, or the Institute shall take all legal measures against it.
- If the original preparatory study document supported by the approval of the General Directorate of Education is not submitted in 15/3/2018. With regard to the students included in Paragraph 3/ 3, the governorate shall register the college up to 15 (G-1/Second - 1
- If the student’s acceptance is wrong and does not comply with the instructions, rules, and conditions, then the student informs (the college/institute) at the university in which he was accepted about any mistake made in the acceptance of it in order to be relieved of responsibility.
- Relevant to students accepted within the channel / Note what was mentioned in paragraph (D-4 / 10) related to students / the first 10% on institutes and what was mentioned in paragraph (D-5 / 11) Accepted into the distinguished channel.
- Personal requests for cancellation of admission are not approved and are limited to the above, except for the student. I do not wish to open a study file in the Ministry/Department of Missions and Cultural Relations for the purposes of Complete the study outside Iraq and before completing the registration procedures.
G- 3- Controls for exempting resident non-Iraqi students from tuition fees in foreign currency:
Exemption of non-Iraqi students accepted in colleges, universities, and official institutes is considered within the General government admission channels of academic wages in the foreign currency according to the following:
- The non-Iraqi resident student who does not wish to be accepted is subject to admission to colleges and universities and official Iraqi institutes to the same procedures for presenting Iraqi students.
- If the results of the central admission or the issuance of admission orders are issued in Any of the general government admission channels, on the accepted non-Iraqi student. A return to the Ministry’s position (Expatriates Division), as its acceptance is not considered final until after Check his condition and determine the extent to which he meets the regulations for exemption from Academic wages in foreign currency as shown below.
- Students residing in Iraq who are covered by the wage exemption procedures the academic studies in foreign currency are:
- Students who are permanent residents who were born in Iraq and who have obtained High school diploma.
- Students whose residency in Iraq is more than (20) years and all their academic qualifications are from Iraq, provided that they provide proof of that.
- Students residing permanently in Iraq and holding a study certificate the Iraqi high school and one of their relatives work in the state departments.
- The accepted student must submit documents (original and photocopy) that support the applicability of the above conditions with a letter of support from the college/institute at the university during his/her return to the ministry.
- The student who fulfills the exemption criteria shall be provided with an official letter from the Ministry Center Addressed to the university in which he/she is accepted supports his exemption, otherwise, his acceptance is considered cancelled the university must inform the ministry.
- The student accepted in the evening study must hurry to pay the tuition fees. In Iraqi Dinars, and within a week of issuing the exemption letter.
- The letter of exemption from school fees is issued for one time and the years of study All for categories (A and B) and the renewal of the exemption letter every year Academic studies for category (C).
- The student and the college or institute shall bear the responsibility of not referring to the Ministry’s Center within a maximum period of (60) days from the appearance of the results of admission, otherwise, change the channel acceptance of the student to admission at “own expense” and bears tuition fees for previous years equivalent to the tuition fees in the college/institute within the channel private-public education in the morning and for each academic year and consideration is being given to exempting it from tuition fees for the remaining years.
- Non-Iraqi students (residents) accepted in private universities/colleges. They are not covered by the exemption controls above.
