Instructions of applying and admission to postgraduate studies inside Iraq for the academic year 2020-2021

The University of Technology

First: General conditions for application and admission

1- The average of the applicant for MA study should not be less than (65%), with the exception of the first quarter for Engineering disciplines (1) (2).

2- The average of applicant for Ph.D. study should not be less than (70%)

3- The applicant age for MA study or its equivalent is no more than (45) years. Those born in (4/20/1975 and above are allowed to apply).The age counting is depending on (the year, month, and day) of the applicant birth to start applying for the postgraduate studies in 4/20/2021.

4- The age of the applicant to study for Ph.D. should not exceed (50) years,  those who born in 4/20/1970 and above are allowed to apply for the study and the age is calculated basis on the year, month and day of the applicant birth and until the start of applying for postgraduate studies in 4/20/2020

5- An applicant of higher diploma study is excepted from the age and average condition / based on Law No. 14 of 2009 / referring to article 1/2ed / A), according to the Ministry circulate No. B T 5 / 9758 on 9/18/2012.

6- It is required for applicant to study higher diplomas and Master (employees) to have a real job service for two years after obtaining the last degree, and this service is counted until the first of October of 2020, and full-time study(3)

 A- Employees ( except those who work in the ministry of Higher Education and Scientific research, Education Ministry and institutions under University Service Law, whom must be granted a study leave according to the Law No. 23 of 2008. (University Service Law)(4) should have a real job service for two years after obtaining the last degree, and this service is counted until the first of October of 2020, and full-time study.

B - Applicants of Ph.D. study from employees who are not covered by the law of university service and who are awarded MA degree within the specified period without extension and they obtained a grade of no less than very good can apply for postgraduate study depending on the date of ending study from the date of acceptance (the thesis or the dissertation) after the proofreading And providing the student a confirmation letter for postgraduate applying instead of the date issue of university order that is the applicant should be obtained the university order according to Research and Development Department letters, No. B T 5/4849 on 5/21/2019 and B T 5/5040 on 5/27/2019.

C – The admission of faculty members who hold MA degree (included in the University Service Law No. 23 of 2008) who exceed required age specified in paragraph (4) above should apply for PhD. study on the private expense channel exclusively.

8- An interview is conducted to determine the candidate's eligibility for admission to postgraduate studies to ensure his/her physical, mental and psychological state by a specialized committee that proportional with the discipline of candidate for admission, and the interview takes place after announcing the results of the initial admission of the applicants nominated for admission according to application No. (506) in case that the candidate is disqualified, the first reserve is nominated.

9 - Application for postgraduate studies at the university is (Online) and through the University of Technology website: (www.uotechnology.edu.iq.)

10 – Graduates of the Open Educational College of Education Ministry are not allowed to apply for postgraduate studies for the academic year 2019-2020 (referring to the Memorandum of Studies, Planning and Follow-up Department No.T M3/1/474 on 3/23/2015 referring to the report of the first meeting of opinion body / Paragraph (6 / second / agenda) reporting according to the Authority circulate above No. 12 S / 811 on 3/4/2013.

11 - Graduates of private universities (inside and outside Iraq) recognized by the ministry of Higher Education and Scientific Research have the right to apply for higher studies according to the conditions and instructions of application and admission, and their submission is exclusively on the private expense channel.

12 - The graduates of the colleges of Imam Al-Kadhim (peace be upon him) and Imam Al-Azam (may God have mercy on him) for postgraduate studies are accepted according to the corresponding specializations at the university depending upon the graduation documents granted to them in accordance with the Generalization numbered B5 / 7325 on 7/11/2016 containing the recommendations of the meeting minutes Discussing the legal colleges above.

13 - The application for postgraduate studies (higher diploma, masters, doctorate) which was previously accepted inside or outside Iraq and  terminated for various reasons (cases of fraud and forgery are except) can be accepted on the private expense channel (exclusively) referring to what is stated in the content of the university Generalization No. B5 / 1927 on 3/15/2015, after two years of termination, for one time

14 – Those whom their study got terminated  due to failure (with one subject or in average) are allowed to re-apply for postgraduate studies at another university and upon the recommendation of the faculty council (in which the termination took place ) on the general admission channel according to in force instructions and in line with the pledge form No.504

15- Participation and success in the competitive examination is obligatory (1)  the admission performance for postgraduate studies at the university should be done in an electronic examination form for the disciplines that fit the electronic exam by preparing an electronic exam and the priority admission is  for those who succeed, according to highest average of comparison. In case of providing empty seats, the acceptances will be according to highest average of comparison regardless to the success of competition exam.

16- Passing the competitive exam is obligatory for those whom gained MA degree from non-Iraqi universities when applying for a Ph.D study at the university.

17- the applicant of Postgraduate studies is required to obtain a certificate of participation (attendance and examination) in training courses to develop applicants ’skills in English language and computer from an Iraqi government university, the period should be one week for both courses (English and computer), taking into account the content the Research and Development Department letter No. BT5/9297 on 29/9/2019.

18- Passing the Arabic language proficiency test.

  • According to the article(12 /3) of postgraduate valid instructions for 1982.

 

 

Second: - Differentiation criteria between applicants:

 

1 - The calculation of  basic differentiation average of PhD applicants is according to the following equation: -

* Basic Differentiation average = (70%) MA degree rate + (30%) of competitive exam.

2 - To reduce the discrepancy of applicants' graduation rates for higher diploma and MA studies of different years of graduates from different universities as well as the graduates of a single year of public and private universities, the calculation of basic differentiation average for applicants of (higher diploma and MA) studies is based on the applicant’s graduation rate for postgraduate studies and the first student's graduation rate of the same class, according to the following equation: -

* Basic differentiation average = (70%) the applicant relative average + (30%) the competitive exam

The relative average is calculated based on the graduation rate of the first student of one class (first and second rounds, morning and evening studies) for the department from which the applicant graduated and the applicant’s graduation rate for postgraduate studies from the same class

according to the following equation:

The applicant's relative average ) = (the applicant’s rate / the first student’s average * 100 + the applicant’s rate / 2) /2

 

3 - solving the case of applicants who do not have an average (the first student on their graduation class), can be done as follows: -

In the case that the applicant for postgraduate studies is a holder of  of degree from outside Iraq universities and his certificate is equivalent by the Scholarships Department, then the average of the first student on the class of the scientific department of the applicant's study is used in the equation for the year equivalent to the degree by the Department and that his rate is calculated according to the rate granted for his graduation by Department of Missions and Cultural Relations.

4 - The average calculation of the displaced applicant students from the hotspot governorates shall be according to the circulars issued by the Department of Planning and Follow-up No.TM1/453 on 11/8/2018 and Subject to the following:-

 

  • If the applicant’s average is less or equal to the first student average on the class in the scientific section he is applying for, the equation of relative average calculation is used that referred to above.
  • If the applicant’s average is higher than the first student average on the class in the scientific section he is applying for, the following equation is used for calculating the applicant’s relative average:

The applicant relative average = the applicant average + the first student average × 100 + the applicant average / 2) /2.

 

5- In the case that the applicant for MA study is a holder of a higher diploma with a specialization for the bachelor’s degree, then the calculation of the applicant’s graduation rate will be in the formula for calculating the relative average above with a total ratio of (60% of the bachelor’s rate + 40%)

 

Third: - Added seats

 

1 –  regarding the families of martyrs included in the Martyrs Foundation Law No. (2) of 2016.

 

  • no less than (10%) of the scholastic seats is allocated as an exception to the conditions and instructions specified for admission to postgraduate studies (age, rate, service) for martyrs' families (before 2003) with no less than one seat in each discipline and competition for seats is between them (Their admission is outside the plan), noting that the students whose study has been terminated from the above category are subject to the two paragraphs (12-13) / first above and in accordance with the conditions of application and their privileges granted by the law to them.

 

  • (10%) of the academic seats is allocated as an exception to the conditions and instructions specified for admission to postgraduate studies (age, average, service) for the martyrs of the Popular Mobilization forces, with no less than one seat in each discipline and the competition for seats is between them and (their acceptance is outside the plan). Note that students whose study has been terminated from the above category are subject to paragraphs (13-14) / first above and in accordance with the terms of admission and their privileges that are granted by the law to them.

 

  • The martyrs’ families included in the law above are (parents and children, husband and wives even if they are not Iraqi, brothers and sisters, the son's children and the daughter's children).

 

2 - With regard to those covered by the Law on Compensation of War Affected Operations’, Military Errors and Terrorist Operations, as amended, No. 57 of 2015.

 

  • (10%) of the study seats are allocated as an exception from the conditions of admission to postgraduate studies (age, average,

service) for those covered by this law, including no less than one seat in each discipline, and competition seats is among them (and their admission is outside the plan), noting that students whose relation with the study has been terminated from the above category are subject to paragraphs (13 and 14) / first above and in accordance with the conditions of application and their privileges that the law granted them.

 

  • Families of martyrs included in the above law are: - (father, mother, son, daughter, brother, sister, husband, wife)

 

3 - With regard to those covered by the Political Prisoners Institution Law, amended No. 35 of 2013:

 

- Adding a study seat for the political prisoner that is (outside the plan) and with an exception from the conditions of (age, rate, job service), noting that students whose relation with the study has been terminated from the category above are subject to paragraphs (14 and 13) / first above and according to the conditions of application and their privileges granted Law to them.

 

4 - With regard to those covered by the Law of Care for People with Disabilities and Special Needs No. (38) of 2013 -:

 

- Adding a seat for people with disabilities and special needs, and their admission will be in accordance within valid instructions and outside the plan, that his disability does not conflict with the special requirements of each department.

 

5- Admission is given to the student who is the first graduate on the department in our university (the graduate in the class and for the first and second round of morning study exclusively for the academic year 2018-2019) in postgraduate studies inside Iraq, taking into account the following: -

 

  • The admission of the first student for the academic year 2018-2019 is outside the admission plan in the scientific department that he graduated from if the higher education is available in it and it is not excluded from bringing certificates of participation in computer, English and Arabic.

 

  •  The participation in the competitive examination is Obligatory in accordance with paragraph (First / 15) above.

 

Fourth: The required documents for the nominees of higher studies (during the online admission:

  1. A graduation letter showing the average (both in number and writing) and matching the scientific background of the applicant to obtain a doctoral degree by presenting both bachelor and master documents as well as the equivalent certificate issued by the scholarships department for applicants who have primary or higher degrees from non-Iraqi universities.
  2. a document or a confirmation letter of graduation for the purpose of applying for high studies addressed to the entity to be applied in, indicating the graduation rate, the average of the first graduate student on his/her class (for both the first and second rounds and for both morning and evening studies) for the applicant for higher diploma and master degrees.
  3. High studies applicants who have their degrees from universities outside Iraq must turn to the relevant department before starting the application to match their specializations with the specialization they want to apply for.
  4. A letter of non-objection for employees includes the following form ( the department has no objection for employee to apply for high studies for the academic year 2020-2021 and will be provided a study leave in the required specialization if accepted) in accordance to paragraph (6 and 7)/first above in terms of employment service, and the letter must be signed from the authorized person of study leave department according to the authority and specialization of the ministry that the authorized person in it (exclusively), except for the staff of Higher Education and Scientific Research Ministry, the letter of non-objection must be signed by the president of the university or anyone in behalf of.
  5. To join what was stated in para.(4)above, it is necessary to take into account the reference to Article4, item (eight) of the instructions for granting study leave no.(165) in 2011(the involved minister…) which means that the involved minister of the employee that related to the ministry according to the Opinion Commission's letter no.(12 c/3050 in Dec.10.2013) granting the study leave to the employee whom his/her average is less than the rate referred to in the item six from the same article of the mentioned instructions, if he/she has a real job service not less that (five years after the last degree(1) to apply to the private expense gate and this exception is confirmed in an official letter attached with the above letter of non-objection.
  6. Employees who are accepted must bring their study leave within (60) days from issuing the university order of their acceptance otherwise, their acceptance will be cancelled.
  7. Certificates of training courses for English and computer skills according to the mechanism under the ministry generalization no.b.t.5/9318 in Nov.19.2017 and the generalization no.b.t.5/8053 in Oct.18.2018.
  8. A certificate of passing Arabic course according to the generalization no.b.t.5/415 in Jan.18.2018 and the generalization no.b.t.5/8692 in Nov.12.2018.
  9. A security permission will be adopted for all applicants to high studies according to our letter no.b.t.5/4086 in Apr.30.2019 provided completing his/her procedures after issuing the university order and before starting the study.
  10. It is necessary to bring an undertaking to all those who want to apply for high studies as long as they are not involved in the law of accountability and justice according to our generalization no.29 c 5/510 in May/5.2018.
  11. Filling the forms (sample 500) and job page (sample501), chamfer, scratch or inking in white are not allowed.
  12. Filling the forms of nominated families of martyrs under the Martyrs Foundation Law no.2 in 2016, form (502), the forms should be approved by the concerned authorities mentioned in the form and a request for its validity shall be issued by the university in which the student accepted.
  13. Filling the form for nominees of the political prisoners under the amended Political Prisoners Institution Law no.35 in 2013 (sample 503), which should be approved by the concerned authorities mentioned in the form and a request for its validity shall be issued by the university in which the student accepted.
  14. Filling the form for nominees under the law of compensate those affected by war operations and mistakes Military and Terrorist Operations (sample 700), which should be approved by the concerned authorities mentioned in the form and a request for its validity shall be issued by the university in which the student accepted.
  15. Filling the form for nominees of Disabilities and Special Needs (sample no.600), which should be approved by the concerned authorities mentioned in the form and a request for its validity shall be issued by the university in which the student accepted.
  16. Filling and signing the form of undertaking (sample no.504).
  17. A colored copy of the three documents (civil identity, nationality certificate and residing card or residing conformation), 2 colored photographs or a copy of the national identity if available.
  18. Employees' file will not be accepted without a non-objection letter from their ministries along with the exception letter from average condition according to para. (4, 5).
  19. The aforementioned forms attached to the application and admission instructions for the academic year 2020-2021 of the university of Technology exclusively shall only be approved, that color copies from the application website shall be printed on one sheet for the two sided forms , otherwise they will be considered (cancelled), also a color copy from the electronic application form must be attached.

 

 Five: General Instructions:

  1. The average grades of the preparatory year without the thesis will be approved in case that the applicant has a master degree with completed grade in the cases where grades are not awarded.
  2. Applicants for higher studies on the private channel are excluded from age condition and his/her average must not be less than 60% (for non-employees) and employees are applied to the study leaves instructions number 15 in 2011 and subjected to the admission terms.
  3. The minimum fees for high studies applicants on the private channel shall be according to the table below which suits their specializations and type of study:

4. Reducing fees for postgraduate students on private channel will be according to the generalization no. b.t.5/8375 in Sept.2.2019.

5. Members of Parliament, Chairman and members of provincial councils, governors and ministers and their deputies, advisors, general managers and those of their rank are not included to apply for high studies because of the absence of condition of full-time study not according to the instruction no.26 in 1990, and the impermissibility to grant them a study leave based on paragraph (4 First) form the instructions for granting study leave no.165 in 2011 in order to devote them to the work they are assigned according to the current laws(1).

6. The principle of canceling the reservation of academic seat is continued.

7. Students Admission is canceled in the following cases:

  • Those who didn’t attend within a week (2) from the date of starting the study and the original nominee is replaced by reserve one according to the sequence, and any transaction outside this period will not be prompted and the department takes the responsibility for this. Withdrawal is considered after the above period (termination from the study) according to the paragraph (3, 4 of circulates no. /B.T. 118 in July, 1, 2015.
  • Students’ admission will be cancelled in case they don’t register with 14 days from the date of issuing the university order.

8. The high studies department at the university is responsible for entering the admission plan for high studies for the academic year 2020-2021 which is submitted by the ministry to the online applicant system before the applying date for high studies during the period Apr.4.2020 till Nov.4.2020.


  1. Referring to a notification of opinion institution on the circulate no.12c/811 in Apr.3.2013 and the resolution of the state consultative no.75/2013 notifies by the circulate q.3/1/circulate 21237 in Sept.3.2013. and the resolution of the state consultative 34/2013in May.14.2013. Notifies by the circulate no.q/3/1/16440 in Jul.8.2013.
  2. According to the article (the fifteen) of high studies instructions 1982.

 

9. The scientific department is responsible for entering the scientific background of the open specializations according to the article (ten, paragraph 5 of the department's head references for the current instructions of the high studies 1998 related to the scientific background) from Apr.12.2020 till Apr.16.2020., taking into account announcing the BSC and high grades) issued by the Iraqi Universities or the equaled certificates from scholarships office whose holders are accepted into high studies in the specializations mentioned above in the scientific department provided that the percentage of the scientific matching doesn’t exceed 40% of the preparatory year subjects.

10. The concerned scientific department is responsible for scientific matching for applicants of high studies whom required a scientific matching as mentioned in the paragraph 8 above before the end of applying, so those whom have not been accepted can apply to other colleges or universities according to the corresponding specialization.

11. Each department allocates an advisory center for applying for high studies throughout the period of applying for high studies and should be announced, to facilities the electronic submission of the applicants whom find it difficult to apply online, and noting the search and development department at the ministry about the addresses of the centers that will open in universities before the start of the application process to be included in the application site.

12. The concerned department is responsible for determining the scientific background of postgraduate applicants after announcing these regulations.

13. The online application for high studies starts on June.28.2020 and ends on July.30.2020.

14. The scientific department is responsible for checking the applicants' information paper and matching them with the applicants' electronic data and correcting the electronic data by an authorized employee in accordance with the paper data during the application period until Aug.16.2020. Please be very careful in checking the files (electronic and paper) and don’t include the correction mentioned before (the applying gate, change the position of the applicant from employee to nonemployee), the correction includes the mistakes which has an official orders not the fields that of the applicants' own desire.

15. The competitive exam will be on Sept.1st.2020.

16. The initial admission will be announced during Sept.2-10.2020 via the electronic system of applying to the university and should take into consideration the following:

  • An objection period for the applicants starts from Sept.11.2020 till Sept.13.2020.
  • Issuing the university orders after the end of the objections period during from Sept.13.2020 till Sept.17.2020. after approving the names of the admitted students by the university council, provided that a copy is sent to the department of the employee whom admitted in the studies, so the applicant can be provided with the study leave within the specified period (60 days) from the date of issuing the orders in accordance with the paragraph(fourth/6) above.

17. The study commences during the period from 20 to 25 of Sept..2020 and taking into account the commitment of the scientific department to achieve 15 study weeks for the first semester and 15 study weeks for the second semester. The scientific department is responsible for commitment to that.


Referring to the circulate No.b.t.5/6391 on Sept.24.2018.

18. The university or its formations have the right to exchange from the general admission channel to the private expense channel( for similar specializations) to fill the free seats if any, according to entitlement but no exchanging from private to general admission channel.

19. The collage is responsible for checking the documents and the validity of issuance and must approach the university for that.

20. The ministry generalization no.b.t.5/8346 in Augt.8.2018 (second) about admission exam and its mechanism should be taken in consideration, the scientific department is responsible to announce the materials of the competitive examination starting from the date of issuing these instructions.

21.the ministry generalization no.b.t.5/216 in Jan.1.2016 (para. second) about the fees of the private study (collecting fees and case of postponement)should be taken in consideration.

22.The admission of those whom give incorrect information about their job (that they are not employees and the opposite of that occurs) should be cancelled.(1)

23. The families of the department's head and the collage dean, who wish to apply for high studies, shall seek admission from other collages during the commissioning period (2).

24. There should be a commitment to the contents of generalization no.b5/7429 in Sept.26.2018 which includes the directive of his Excellency the Minister in Sept.19.2018 (transferring in all stages of higher study (courses or researches) is absolutely not allowed).

25. There should be a commitment to the contents of generalization no.b5/8653 in Oct.29.2017 which includes the approval of his Excellency the minister to prevent postponement of postgraduate students admitted this year before they start the study, but the one who commences his/her study and has a special case and makes a postponement request according to the instructions and laws, then the case shall be discussed according to instructions.

26. Admission instructions of high studies apply to Iraqi and non-Iraqi students. The privilege granted to non-Iraqi students is that their admission is outside the plan without any competitor except from their class and the same specialization and at the same university and can admit on the private expense channel referring to the generlization no.b.t.5/6583 in Augt.28.2018.

27. The possibility of exchanging the vacant seats of unadmitted applicants under the law of the Martyrs Foundation no.57 in 2015 and no.2 in 2016 to occupy the vacant seats, provided that the admission is according to the entitlement.(3)

28. Issuing a university guide that includes all high studies programs of the scientific departments and the curriculum, study hours required for each study and all the requirements needed to obtain the grades according to specialization should be included in the guide.
